A visit to the group from an external subject matter expert (on operations identified for possible redesign) might help kick-start the group into action by providing information on best practices, etc.

Start with a presentation

Ask the group for questions of clarification

Might evaluate the possible opportunities suggested by the expert.

After

Follow-Up Required: Start the implementation planning phase

Usual or Expected Outcomes: Agreement to move into implementation

Potential pitfalls: Group stays stuck or continues to avoid decisions.
